Malaysia HCFC Phase-Out Management Plan (HPMP) Stage II Consultative Workshop was organized by Department Of Environment (DOE) on 26 January 2016 with objective to obtain Industry Players' feedback before firming up the working mechanism under Stage II of HPMP. 

Under Stage I of HPMP where the 2015 timeline covered the "Prohibit the manufacture, assembly and import of HCFC-based aircon equipment of 2.5hp and below (for use in Malaysia)" which was well implemented effective 1 January 2016. 

Subsequently DOE issued a letter of the firmed implementation cum annoucement dated 29 January 2016 to touch on this subject. Intrested party you are most welcomed to request from me for the letter copy. Please send email to beh@culmi.com.my attention Mr. Beh.

Follow up meeting on Japan Government intention embarking for promotion activities of HCFC Refrigerant 22 Recovery & Recycling for Malaysia Country through appointment of Panasonic Corporation Japan under Recycling Business Promotion Office Japan which represented by Mr. Shigehiko Nakayama (Chief - Planning, Global Business Promotion), Mr. Noriaki Miyata (Chief - Planning, Global Business Promotion) &  Mr. Tooru Nonoguchi (Chief - R&D, Engineering) and EX Research Institute Ltd. Mr. Isamu Sato (Consultant - Environment Industry and Infrastructure Development Team) & Mr. Junya Kikuhara (Manager - Environment Industry and Infrastructure Development Team) to perform the task with appointed Malaysian Relevant Parties.

CULMI Air-Cond & Refrigeration Parts Supply Sdn Bhd was identified by Panasonic Corporation Japan as a body to deliberate with idea contributions for the Refrigerant Recovery & Recycling activities in Malaysia for overall case study by Panasonic Corporation Japan with proposal paper submission to Japan Government for ultimate launch of this program in Malaysia.

A meeting was held at CULMI's office on 27th Nov'15 with the involvement of Panasonic Corporation Japan, EX Research Institute Ltd., Panasonic Malaysia Sdn. Bhd. represented By Mr. Ruslan Rejab (General Manager) & Mr. Chin (Manager), Mr. Tan (Lan Hoe Holdings - Group Managing Director) and Mr. Beh (CULMI Air-Cond - Executive Director) with fruitful outcome.

As you are aware HCFCs permit is depleted & there is no more importation allow since the date line to import was mentioned at 15/12/14.

There will be few significant price uptrend reasons to be highlighted:

·         Chinese will have 5 makers decided to opt out of HCFCs business (attachement for your perusal)
·         USD at uptrend.
·         Exhausted business environment will bounce back when stockpile  are getting low.
